Xoom cannot be used to withdraw funds from PayPal Philippines

Money transfer service Xoom.com confirmed that holders of PayPal Philippines accounts cannot use Xoom to withdraw their funds.

Domestic transfers via Xoom in India is allowed, as reported in other sources online, but intra-country transfers or transfers within the Philippines is not. That means both the sender and recipient of the funds must not come from the Philippines.

Below is Xoom’s explanation of the rule, as posted by PMT member Biske in the discussion thread “How to withdraw funds from PayPal Philippines accounts“.

When we say you can use your verified Paypal account in the Philippines we are assuming that you are making an international transfer. That means you are sending your funds to another country from the Philippines not within the Philippines. As long as you are not transferring funds to yourself within the same country then you are fine. Our service is for international transfer not domestic Philippines transfer.

If you are from the Philippines, you can still use Xoom to receive funds, including PayPal, as long as they are sent from abroad. The Xoom service is explained in the article “Using Xoom to accept PayPal payments“.
