Lagi ko nababasa at naririnig yung tungkol sa COA report. Pero ano po ba talagang silbi ng COA? Pasensya na kung may mga taga COA dito pero sa 2 government agencies na napasukan ko dati, ito lang ang masasabi ko. Walang kwenta ang COA!!!  :rant: Nagpapalaki lang ng tiyan. Nananakot lang pero wala naman silang pangil. Ang daming disallowances pero kapag binola-bola lang, ok na. Kaya dapat pati COA kinakastigo eh.  :fight1:

MANILA, Philippines—The Supreme Court, with a vote of 13-1-0, declared as unconstitutional President Benigno Aquino III’s Disbursement Acceleration Program (DAP).

Associate Justice Teresita Leonardo De Castro inhibited from the case.

In its ruling penned by Associate Justice Lucas Bersamin, the high court declared as unconstitutional the National Budget Circular 541 and other related issuances related to DAP or Aquino’s pork barrel.

With the Budget Circular 541, the Department of Budget and Management (DBM) is allowed to withdraw “unobligated allotments of agencies with low levels of obligations as of June 20, 2012, both for continuing and current allotments.”

The circular also allows “withdrawn allotments” to be used to “augment existing programs and projects of any agency [emphasis by DBM] and to fund priority programs and projects not considered in the 2012 budget but expected to be started or implemented during the current year,” Abad wrote department heads, including budget and accounting officers.

Actually ako personally I believe na may mga personnel sa COA na matitino although syempre hindi mo talaga maiiwasan na sa isang organization ay mga maloko.

lalo na yung mga babae na opisyal ng government feeling ko gusto talaga nila labanan yung mga maabuso like Miriam, and ung sa COA and De lima.

Ang dumi dumi ng pulitika sa Pilipinas.. Hindi ka pwedeng lumaban ng patas kasi napaka grabe ng corruption.. pag naman nagging matuwid ka, buhay mo o di kaya pamilya mo ang babawian... magkano lang ba ang halaga ng buhay ng pinoy sa atin? pang inom lang ng mga tambay ang ibigay mo, kayang kaya na nila pumatay..... nakaka stress....

Wag kasi masyado magpapaniwala sa presscon ni PNoy. Wala naman nagbago sa Pilipinas. Mukha lang umayos para umakyat ang credit rating.

Actually nagpapabango na ang PNoy administration since 2 years na lang ang term nya kaliwa't kanan ang project sa highway, paghihigpit kung saan saan etc etc... Sa loob ng apat na taon puro pasarap sila at blaming sa Arroyo administration eh ang cause naman ng Economy growth ng Pinas eh dahil sa mga previous project ni Gloria economista ang lola mo eh kaya lang tulad din ng iba pinabayaan nya ang mag dorobo at buwayang galamay nya pati pamilya nya... Wala naman nilinis si PNoy nagmamalinis lang pero deep inside they are pigs also, biruin mo pagupo ni PNoy tumaas ang PORK barrel fund. Yung pork barrel scam is based on 2009 pababa lang wala yung 2010-2014... Mas nauna pang naisabatas ang Cybercrime law kesa FOI at Charter Change...

I have read the main SC decision on DAP, but not the separate opinions yet. its obligatory on my part, but I hope u kids read through it as well. I have a suspicion a classmate of my mine wrote it (or part of the group who prepared the draft)... nandun na ri  kasi ung history ng mga pork barrel at discretionary funds na yan kaya dagdag kaalaman din kung tyatyagain nyo..

ididiscuss ko sana ung salient points kaso baka tulugan nyo ko at ung adik na si beannie biglang mawala ang kanyang bisyo mag-PMT..

pero alam nyo kung san nagkatalo? sa word na "savings". damn these effin' lawyers... :rofl:

but the decision clearly recognized the power of the president to augment and reallocate funds (within the offices and not to "cross borders" daw)... so DAP per se is legal, yung naging pamamaraan lang ng pag iimplement ang illegal.

in my opinion tho', heads (from DBM) must roll, for circumventing the system... <-- yan din ang hirap pag masyadong "creative" at nagthi-think OUT of the box ang mga nasa gobyerno, very susceptible to commit grave abuse. but should the President be held accountable for command responsibility and being the "captain of the ship"? I don't think so.

Manila times is currently owned by Dante Ang, a known loyal arroyo ally and a very powerful person during her tenure.  This is why this newspaper is so hell bent in destroying the Aquino administration:
