Yes, if you want to put up a legit business and if you are going to issue O.R., Sales Invoice to your clients you need to secure barangay clearance, mayor's permit before you can get to BIR.

Hello,

If you can do on trial run for a few months much better, for you to assess if your business will really fly.
Then, if  there is really a need to file for Business permit, you can start doing all the process of legalizing your business.
In BIR, its better if your business category is percentage or Non-Vat for Sales of 1M below.

In my business (Cool Empire Trading) , my Tax category is Non-Vat. I am also the Accountant of my own business including the Business permit renewal, BIR application and bookeeping.  If you have more question that I can answer, just email me at Nette.freelancer@gmail.com.  I can give you free advise..Good Luck!

If you dont want headaches later on, yes its better to register.

This is very important, "do it if you are really want to commit in that business for some time" because its really hard to close a business nowadays.

You can skip the BIR permit but I will not advice it.

For you as a customer, would you mind dealing with a business with no business permit?

^ barangay permit alone is insufficient.  Your business is illegal.

^ Advantage --- LEGAL.

Disadvantage --- ILLEGAL.
