Withdraw PayPal via Xoom from same country — allowed or not?

One of our members, Joanna (ani*****@gmail.com), wrote to tell us about Xoom.com‘s confusing policy on intra-country transfer of PayPal funds.

Joanna wants to convert her PayPal funds to cash via Xoom. She contacted Xoom to inquire whether it is indeed possible to make an intra-country transfer, that is transfer funds from a PayPal Philippines account to an account holder in the Philippines.

Xoom’s reply:

Dear Customer,

Thank you for contacting Xoom Customer Support.

Please be informed that you can transfer the funds in the same country. Your Pay Pal should be verified to transfer the funds.

Please let us know if you have any questions.

Ok, as long as the PayPal account is verified, one “can transfer the funds in the same country.” So far, so good.

But when Joanna filed the transfer request, the transaction was denied. Xoom’s explanation:

I would suggest you to get in touch with PayPal in order to verify if they allow intra country transfers.

Huh? Why can’t Xoom know if they can or cannot process intra-country transfers?

Several PayPal users in the past have noted that Xoom cannot be used to withdraw funds from PayPal accounts in the Philippines. This has also been the subject of discussions last year in the How to withdraw PayPal in the Philippines thread.

If Xoom does not allow intra-country PayPal transfer, they should make an official announcement so people won’t be confused. Having conflicting statements does not help.

PayPal users only want to know: can they or can they not transfer PayPal funds to someone in the same country?
