I just made a test transaction from my cousin's (in Germany) paypal account to my own (Philippines) paypal account and what do you know...the funds actually went through! I used to do these test payments before and it always said "The account you are sending funds to is not allowed to accept payments" or something like that.
Does this actually mean that Paypal Philippines can now accept payments? I searched Google and this forum and it seems I'm the first to notice.
Is this cause for "hurray" or just a fluke, I wonder...

Yay!!! I was able to send myself funds from my Papal Us to my Paypal Philippines!! i was able to accept the money sent. yoohooo!!!

Does this mean I could withdraw money to ANY debit card? My only card is a Unionbank EON account. Will that do?

@Biske, tell me your PayPal address and I will make a test spend. According to PayPal, funds can be withdrawn to US bank account and to -- I assume, non-US -- credit, debit, and prepaid cards. So I think that includes UnionBank EON and other debit cards. Very nice, indeed. Christmas has come early for Filipinos! I just found out that we cannot deposit our Paypal funds directly to a local bank savings account. However we can deposit directly to a Debit card, EON-Visa Debit card will work undoubtedly and again mayroon $5USD fee for every transaction.... di ba mas ok na ito kaysa sa wala  what you think guys?

Well, kung mas preferred siguro ng user na iwithdraw yung pera nya thru xoom instead of through debit/credit card.
BTW, this means you can send yourself fund through xoom and NOT get limited, right?
