I still believe that LC is a sleeping dragon. A mix of very good fundamentals and bad politics.

Sa mga ipit, I believe it will take patience and strategy to cut losses. As long as the GF deal exists, I'll always keep an eye on this stock. The moment this dragon wakes up, it will breathe out gold from its mines.

it means more or less 2% ang paper loss niya. Cut loss nlang muna hangang maaga pa or mag average down siya pag lumagapak pa. May potential ang stock na ito. pero yon nga natutulog pa.

cut loss has never become an option for a long term investor.
if you are liquid and have spare cash/savings in case of emergency, you don't need to do "cut loss". In the long run, you'll see that this stock will recover from it's losses. Patience is a virtue ika nga.
If the chart is pointing towards its major support which is between 1.01 to 1.06, "to fill up the gaps" as what the chart is telling us then so be it. But one thing is for sure, chart is just a tool to determine the trend of a stock, and it doesnt mean that predictions through the use of indicators/charts etc  are always accurate and free from error.

Mining moratorium poses 'difficulties' to investors - Canadian ambassador

MANILA - The Canadian ambassador to the Philippines on Wednesday said the Aquino administration's moratorium on new mining permits may present "some difficulties" for potential and existing investors.

"Putting aside the details, the fact that the EO is now in place should somewhat have a positive effect on investors because Canadian and others investors know where to stand," Ambassador Christopher Thornley told reporters on the sidelines of the joint membership meeting of the Joint Foreign Chambers of Commerce, Makati Business Club and Management Association of the Philippines.

Early this month, President Benigno Aquino III signed Executive Order No. 79, detailing his administration's new policy on mining. Among the thorny provisions is one that extends the moratorium on new mining agreements until such time Congress has enacted a law that redefines the revenue-sharing between government and the mining company.

Thornley said the moratorium may be a setback for Canadian investors and the expansion of existing miners that have additional areas they plan to explore.

"A lot of Canadian and mining companies are publicly traded. They raise capital through the stock exchange and they need to have a long-term plan. As they explore one side and if they have mineral sharing agreement, permitting in place, they need to know where they can move to next so we understand the reasoning behind the moratorium," he said.

Among the Canadian mining firms operating in the Philippines are MBMI Resources Inc. and Crazy Horse Resources.

Thornley said Canadian companies are showing "a lot more interest" in the Philippines because of improved governance, making it "sensible" for firms to expand here.

"Canada is very supportive of the Aquino administration," Thornley said, citing the warm exchange between the President and Canadian Foreign Minister John Baird on Wednesday morning.

"We very much want to see the continued success of the Aquino administration," the ambassador said.

It’s half step back and five steps forward.

This is how Trade Secretary Gregory Dominbgo describes the state of mining investments in the Philippines as it relates to the moratorium on new mining permits.

In an interview, Domingo said he is confident of the surge of investments in mining once the mining law is amended.

Domingo admits that for now, there could have been a standstill in big projects investments in mining.

“We don’t expect this to last that long, until the law is amended which would address the sharing. The moratorium is on new  registrations,” Domingo said.

But he said out of the 300 licenses previously granted, only 30 are operational

“There are 270 others which could bring in new investments,” he said.

He said there are probably a handful of new investments registered with the Board of Investments but could not say how much.

Domingo likewise could not remember if among the 321 companies which have conducted missions to the Philippines in the first half of the year included a mining project.

“Once the mining act is amendment, there would a surge in investments because the policy environment would be very clear. In fact even the mining industry is happy nas the  EO clarifies the policy. Once the mining law is amended, the picture would be complete, and  we can proceed with full speed ahead. There is such a thing as one step back, two steps forward. This is half step back, five steps forward,” Domingon said.

Amendment could start next year.

Meanwhile, mining stakeholders in Mindanao share the common view that the mining industry must ensure social justice but they just differ on how to go about it.

This was expressed In a forum organized by the Ateneo de Davao University last week where  the stakeholders were represented by Mines and Geosciences Bureau (MGB) region 12 director Constancio Paye, Jr., Rodney Galicia of the Alyansa Tigil Mina (ATM), and Ateneo de Davao university president Fr. Joel Tabora, S.J.

“The Mining Act of 1995 [Republic Act 7942] is one of the best mining law in the world as it is designed to achieve social justice and equity for all stakeholders aside from ensuring environmental protection”, Paye said.

According to Paye, “R.A. 7942 provides for the required environmental compliance certificate (ECC) an environmental protection and enhancement program, a mine rehabilitation and decommissioning plan and a free and prior informed consent declaration from affected indigenous tribes”.

“In region 12, I rejected 51 out of 69 mine applications because they failed to get the FPIC from the tribes”, Paye said.

Sagittarius Mines, Inc. (SMI), government contractor of the proposed Tampakan copper-gold project, the only mining company represented in the Davao forum said that “the implementation of EO 79 will encourage sustainable minerals development effectively manage the social and environmental aspects of mining”.

“Alyansa Tigil Mina (ATM) is not against mining; we are against mining as implemented in R.A. 7942”, Galicia said.

In its position paper on E.O. 79, the ATM said they are “cautious and mildly optimistic about the order’s temporary remedies” but cited that the order is “some small steps in the right direction”.

ATM also recognized some “8 value points” from E.O. 79 but it did cite that “some sections of the executive order are misleading with social and environmental safeguards watered down”.

Father Tabora on the other hand said in a prepared statement that “the thrust is less on banning mining activities absolutely...but on a clear consensus on responsible mining...and on structures and competent personnel to enforce responsible mining”.

“Right now, the government is incapable of enforcing responsible mining in the country”, Tabora said.

First Metro Investment bares some pros and cons of mining EO 79

The new executive order (EO) on mining the Palace issued early this month will have a “benign” impact on large-scale miners but “adverse” to small-scale operators, First Metro Investment Corp. said Monday.
 
EO 79’s ban on issuing mineral production sharing agreement (MPSA) “won’t have any effect” on most listed companies who have already secured – prior to the EO – the said contract on revenue sharing with government, according to First Metro Investment’s fortnightly “The Bellweather” on market action and outlook.
 
Small-scale operators will be “hurt the most” since they will need to secure a “Minahang Bayan” certification with local government units within three months.
 
“Investors keen on mining could bid for existing MPSAs, 500 of which are reportedly inactive in the country and which the government under the new mining act intends to bid out,” the investment bank of Metrobank Group noted in its report.
 
It cited Philex Mining Corp., which has existing MPSAs for its Silangan and Kalayaan projects, as well as Oriental Peninsula Resources Inc., which is set to acquire an existing MPSA that covers a project larger than its 2,170-hectare nickel mine in Palawan.
 
Dizon Copper-Silver Mines Inc., however, will not be affected by the MPSA ban because its current tailings dam project is a “clean-up” and not a mining operation.
 
In the case of EO 79’s Section 7, which requires defunct mines to be owned by government, Dizon Mines will not be affected by the provision on government acquisition, according to First Metro Investment.
 
The Dizon Mines tailings dam project won’t revert back to government property as it was “not abandoned nor a defunct mine past its mine life,” according to First Metro Investment citing a 2006 Supreme Court ruling. — Marc Jayson Cayabyab/VS, GMA News
